Why New York City Is Covered in Scaffolding
New York's sidewalk sheds began as life-saving protection. Decades later, the city is trying to fix the incentive problem that made them feel permanent.
New York's sidewalk sheds are so common that they almost disappear. They are green, dim, repetitive, and usually in the way. They turn storefronts into caves, narrow sidewalks into tunnels, and beautiful facades into rumors.
But the first thing to understand is that they are not decorative failures. They are there because something went wrong above your head.
Where it happened

On May 16, 1979, Grace Gold, a 17-year-old Barnard College freshman, was walking near Broadway and 115th Street when masonry fell from a Columbia-owned building and struck her. Her death became the human origin point for one of the most visible building-safety systems in the city.
The following year, New York adopted Local Law 10. The idea was direct: if tall buildings could shed dangerous material onto the public sidewalk, the city needed a routine way to find those hazards before they fell. The law required periodic facade inspections for buildings above a certain height, originally focused on street-facing walls. In 1998, after additional facade failures, the rules were expanded and strengthened under Local Law 11, now part of the Facade Inspection and Safety Program, or FISP.
That history matters because it keeps the conversation honest. Sidewalk sheds can be ugly, expensive, and abused. They can also be the reason a loose brick does not become a fatal accident.
The problem is what happened next.
Once a building is judged unsafe, or once work is being done overhead, a shed can protect pedestrians while the owner investigates and repairs the facade. In a perfect version of the system, the shed goes up, the work gets done, the hazard is fixed, and the sidewalk gets its light back.
New York did not get the perfect version.
Facade work is expensive. On some buildings, especially older masonry and stone structures, the repair bill can run into hundreds of thousands or millions of dollars. A sidewalk shed, by comparison, can be treated as a holding pattern. It costs money to install and maintain, but it can still be cheaper than moving quickly on the underlying work. If the penalties for delay are lower than the cost of repair, the temporary safety measure starts acting like a business strategy.
That is how a city ends up living under its own precaution.
By 2023, City Hall said New York had approximately 9,000 active permitted construction sheds, averaging nearly 500 days old, spanning more than 2 million linear feet. That is nearly 400 miles of sidewalk protection. The number is absurd enough to sound made up until you start walking through Manhattan and realize the city has been teaching you the statistic block by block.
The effect is not only aesthetic. Long-standing sheds change how streets work. They hide signs. They darken entrances. They make corners feel less open and less legible. A 2024 city study with Mastercard found that sidewalk sheds could cost Manhattan businesses roughly $3,900 to $9,500 in consumer spending each month, with restaurants and bars hit especially hard.
That is why the politics around sheds have shifted. The safety argument is still real, but the city has begun treating permanent scaffolding as its own urban problem.
The "Get Sheds Down" push is aimed at changing the incentives. In 2025, the city signed legislation to shorten sidewalk shed permit durations, create stronger milestone penalties for facade repairs, and increase penalties for sheds that occupy public right of way too long. New enforcement measures starting in 2026 include public-right-of-way penalties of up to $6,000 per month for sheds standing longer than 180 days, plus stricter scrutiny for long-standing sheds.
There is also a design side to the reform. In November 2025, New York unveiled six updated sidewalk shed designs meant to replace the standard dark green tunnel with structures that let in more light, take up less visual space, or use different systems entirely. Some still use familiar pipes and planks but arrange them better. Others lean into suspended systems that hang from the building facade, opening more space below for pedestrians.
Design alone will not fix the issue. A prettier shed that stays for ten years is still a ten-year shed. But design can change the daily experience while enforcement tries to solve the deeper problem: owners need to repair buildings, not rent shadow over the sidewalk indefinitely.
That is the tension inside every scaffolded block in New York. The shed is both a sign that the city learned from tragedy and a sign that the system built from that tragedy became too easy to stall.
The goal should not be a city with no scaffolding. That would be reckless in a place with thousands of aging facades and millions of people walking underneath them every day. The goal is a city where scaffolding means something temporary again.
