New York Replaced Payphones With Wi-Fi Kiosks and a Privacy Fight
LinkNYC promised free calls, free Wi-Fi, and a cleaner public network. It also turned the payphone's replacement into a debate over data, advertising, and 5G towers.
The payphone died slowly, then all at once.
For decades, New York's sidewalks were dotted with phones: grimy booths, metal handsets, ads, stickers, graffiti, emergency calls, collect calls, cab numbers, missed connections, and the small drama of needing a quarter at exactly the wrong time. Then the cellphone made the entire network feel obsolete.

The city's last regular public payphone was removed from 745 Seventh Avenue, New York, NY 10019. A small set of enclosed historic phone booths remains on West End Avenue on the Upper West Side.
By the 1990s, New York had tens of thousands of public payphones. By the 2010s, the business model was collapsing. The city's payphone franchise contracts were expiring, and the question was no longer how to preserve the old system. It was what public communications infrastructure should look like when nearly everyone already carried a phone.
New York treated that as a design challenge. In 2012 and 2013, the city asked architects, technologists, and companies to imagine replacements: pollution monitors, emergency hubs, public screens, information stations, Wi-Fi nodes, charging points, and civic tools built into the sidewalk.
The winning idea became LinkNYC.
The pitch was elegant. Replace payphones with sleek kiosks. Give people free public Wi-Fi, free phone calls, USB charging, maps, city information, emergency access, and a tablet interface. Pay for the whole thing with digital advertising instead of direct user fees. Use old payphone locations as the skeleton of a new street network.
It was an urban upgrade story, and for many people it worked. LinkNYC did provide free connectivity in thousands of places where a payphone had once stood. It also gave New York a visible "smart city" object: a thin glowing slab that seemed to belong to the post-iPhone sidewalk.
But free infrastructure usually means someone else is paying, and the someone else often wants data.
Privacy advocates raised concerns almost immediately. The New York Civil Liberties Union warned that LinkNYC's business model and policies created surveillance risks. Kiosks had cameras, sensors, Wi-Fi, Bluetooth-related capabilities, tablets, and advertising systems. Even if a person never deliberately connected to the network, the broader smart-city model raised a question New York had not answered cleanly: how much should a sidewalk object be allowed to learn about the sidewalk?
The technical concern was not imaginary. Phones send out wireless signals as they look for networks and maintain connectivity. Those signals can include identifiers that, if not properly anonymized or handled, may be used to recognize devices over time. LinkNYC and the city have updated policies and disputed some characterizations, but audits and advocacy reports have continued to focus on whether the system truly protects anonymity.
The irony is that LinkNYC inherited the moral simplicity of the payphone but not its privacy.
A payphone was public and limited. You walked up, made a call, and left. It did not need to know your normal commute, your device fingerprint, your browsing environment, or which ads you passed. A kiosk connected to a digital advertising network is different. It lives in public space but behaves partly like online media.
Then the economics wobbled.
The advertising revenue did not perform as originally hoped, and the operator struggled financially. The next phase became Link5G: taller sidewalk towers, roughly 32 feet high, designed to host 5G equipment while preserving public Wi-Fi and city services. The city framed the towers as part of closing the digital divide, especially in neighborhoods underserved by broadband and mobile infrastructure.
That promise ran into a second kind of backlash. Residents objected to the height and appearance of the towers. Preservation and environmental reviews complicated siting. And by July 2024, reporting found that only two of roughly 200 installed Link5G towers were actually transmitting 5G signals.
So the payphone replacement became three stories at once.
It is a real public service: free Wi-Fi and free calls are useful. It is a real privacy problem: public infrastructure tied to advertising and device data deserves scrutiny. And it is a real planning failure when giant towers appear before the promised network benefits arrive.
The old payphone was dirty, limited, and obsolete.
But it was easy to understand. LinkNYC is harder. It asks New Yorkers to accept a bargain that defines much of modern life: convenience in exchange for a system whose costs are not always visible from the sidewalk.
