Why New York Wants Freight Back on the Water
New York's Blue Highways plan uses boats and electric cargo bikes to solve a problem the shipping container helped create.
Electric cargo bikes look like a last-mile convenience story.
In New York, they are also part of a much older harbor story.

New York became powerful because freight moved through water. The Erie Canal opened in 1825 and gave the city a direct commercial route between the Atlantic world and the interior of North America. Grain, timber, manufactured goods, people, money, and ambition flowed through the harbor. For more than a century, the waterfront was not scenery. It was the engine room.
Then the box changed everything.
In 1956, the converted tanker Ideal X left Port Newark for Houston carrying metal shipping containers on deck. Containerization made freight faster, cheaper, and easier to transfer between ships, trucks, and trains. It also changed what a port needed. The old finger piers and crowded Manhattan waterfront were built for break-bulk cargo, workers, warehouses, and smaller-scale handling. The new system wanted open land, giant cranes, container yards, highway access, and room for trucks to queue.
Manhattan did not have that.
Port activity shifted toward New Jersey and larger regional terminals. Old piers decayed. The city eventually turned much of its waterfront toward parks, housing, offices, tourism, and recreation. That transformation made the edge of Manhattan more pleasant, but it did not make the freight disappear. New Yorkers still needed groceries, restaurant supplies, packages, medicine, clothing, furniture, and everything else a dense city consumes.
So trucks took over the job.
That shift has a cost, and the cost is not distributed evenly. Freight traffic concentrates around industrial hubs, bridges, highways, and distribution centers. Hunts Point in the Bronx is the clearest example. It is home to major food-distribution infrastructure, and NYSERDA notes that more than 15,000 diesel-fueled trucks move through the neighborhood each day, contributing to poor air quality and high asthma rates. Local clean-transportation groups describe public-school students in Hunts Point and nearby Mott Haven as having some of the city's highest childhood asthma rates.
That is why the Blue Highways idea matters.
The plan is not nostalgic. New York is not trying to recreate the 19th-century port. It is trying to use the harbor for the part of freight movement where water still makes sense: moving batches of goods around the city without sending every load through the street network.
In late 2025, NYC DOT and NYCEDC launched a Blue Highways pilot at Pier 79 on the Hudson River. Goods were moved by boat, then transferred to DutchX electric cargo bikes for local delivery. That combination is the important part. Boats handle the water leg. Cargo bikes handle the dense final leg where trucks are worst: short trips, constant stops, double parking, congestion, and curb fights.
A truck can carry more than a cargo bike in one trip. That is obvious. But last-mile delivery in dense neighborhoods is not just about capacity. It is about how long it takes to park, unload, walk packages to doors, return to the vehicle, and move to the next stop. Studies of cargo-bike logistics have found that bikes can beat vans in dense city centers because they move through congestion more easily and park closer to destinations.
That is the hidden advantage.
Cargo bikes do not need to be bigger than trucks to be useful. They need to be better matched to the job. If a boat can bring freight to a waterfront hub and cargo bikes can distribute it nearby, some delivery routes can avoid the slowest, dirtiest, most curb-clogged parts of truck logistics.
NYCEDC says each cargo bike in service can save about seven tons of carbon dioxide annually and has the potential to replace two vans or box trucks per day. The city's broader Blue Highways materials frame the water-cargo-bike model as a way to reduce congestion, emissions, and truck impacts on communities that have carried freight burdens for decades.
This is the arc of the story.
The harbor made New York rich. Containerization moved the working port away from Manhattan. Trucks filled the gap. Now the city is trying to bring the water back into the system, not as a replacement for all trucking, but as relief where the street network is doing work it was never good at.
The future of urban freight may not be one giant solution.
It may be a boat, a pier, a battery, and a cargo bike making the last few blocks cleaner.
