Times Square looks like capitalism got bored and learned to scream.

But the strangest thing about all those lights is that they are not simply the free market running wild. In much of New York, giant illuminated advertising is restricted, regulated, or politically unwelcome. In Times Square, the city went the other direction.

It made the spectacle part of the zoning.

The key rule is in New York City's Zoning Resolution, Section 81-732, "Special Times Square signage requirements." It requires new developments in the core Times Square area to include large illuminated signs. Along Broadway and Seventh Avenue, the rules call for at least one illuminated sign of no less than 1,000 square feet for each 50 linear feet of street frontage, with limits and exceptions depending on the lot.

That is not a casual design suggestion.

It is the city saying that a building in Times Square has a public obligation to glow.

The reason goes back to the 1980s redevelopment fight. Times Square had become associated with crime, adult theaters, disinvestment, and disorder. Government officials and developers wanted office towers, hotels, stores, theaters, and corporate tenants to remake the district. But there was a danger in making Times Square too normal.

The lights were the place.

If glass-and-stone office towers replaced older, chaotic signage without bringing the spectacle back, Times Square could have become just another Midtown intersection: commercially valuable, but visually dead. The city feared that the redevelopment meant to save Times Square might erase the thing people traveled to see.

So the rules preserved excess.

The signage requirements forced new buildings to participate in the district's identity. Instead of letting each developer decide whether signs were worth the trouble, zoning made illumination part of the architectural program. A tower could be corporate, expensive, and modern, but at street level and in the skyline, it still had to feed the "Great White Way."

That is why Times Square is so different from many other American downtowns.

Cities often regulate signs by maximums: how large, how bright, how tall, how animated, how close to residential areas. Times Square uses minimums. It protects visual overload the way another district might protect brick facades, historic cornices, or park views.

The rules get surprisingly technical.

The zoning text specifies sign areas, frontage relationships, placement, orientation, and illumination. The district uses a custom measurement called Light Unit Times Square, or LUTS, to regulate brightness in a way tailored to the local environment. The goal is not just any sign. It is a sign that contributes to the dense, animated, pedestrian-facing field of light that makes Times Square feel like Times Square.

This is why a blank facade there can feel wrong.

In another city, a clean glass tower might look restrained. In Times Square, it risks becoming antisocial. The building is not only a private real-estate asset; it is part of an outdoor theater that millions of people enter for free. The ads pay for themselves, of course, and many are enormously valuable. But the zoning logic treats them as urban scenery.

There is an irony here.

The city used regulation to preserve commercial chaos. It forced private buildings to carry private ads because the public value of Times Square depended on the private ads being there. The result is an urban environment where marketing, tourism, architecture, zoning, and identity are almost impossible to separate.

Nobody comes to Times Square for visual calm.

The law understands that.
