Fulton Center has a worker that never calls in sick.

It is not a conductor, cleaner, dispatcher, or station agent. It is the giant reflective cone hanging inside the transit hub, catching daylight from above and sending it down into a place that used to feel like a century of subway corridors stitched together in the dark.

The piece is called Sky Reflector-Net.

Before the rebuild, Fulton Street was less a station than a knot. Multiple subway lines met in Lower Manhattan through passages built at different times, under different companies, with transfers that could feel like guesswork. After September 11, Lower Manhattan's recovery included a major transit investment, and Fulton Center became one of the symbolic projects: a station complex that would make movement clearer instead of merely possible.

The design challenge was brutal.

Underground stations do not get windows. Even when a building above them has a roof, sunlight still has to travel downward, turn into usable illumination, and make sense to commuters who are not stopping to admire a lighting diagram. A raw beam of sun would be dramatic for a minute, then move, glare, and vanish.

Fulton Center needed daylight that behaved more like infrastructure.

The architects and artists built the transit hall around an oculus, a glass opening tilted to catch the path of the sun. Suspended below it is the Sky Reflector-Net, an hourglass-like cable structure designed by James Carpenter Design Associates with Grimshaw and Arup. MTA Arts & Design describes it as 112 tensioned cables, 224 high-strength rods, nearly 10,000 stainless-steel components, and 952 perforated optical aluminum panels.

Those panels are the point.

Each one is shaped, angled, and positioned to reflect and scatter daylight deeper into the building. Instead of a single theatrical shaft, the system turns the sky into a distributed glow. It softens the harshness of direct sun and makes the center of the station feel oriented upward, as if the city above has not been completely cut off from the trains below.

That is why the piece works both as art and as a machine.

As public art, it is large, memorable, and specific to the place. As architecture, it expands the feeling of the atrium. As environmental design, it reduces dependence on artificial lighting. As wayfinding, it gives riders a visual anchor: go toward the light, then find your line.

The "artwork" label almost undersells it.

Most public art in transit has to survive the indifference of commuters. People are late, tired, crowded, and usually not looking for contemplation. Sky Reflector-Net meets them on those terms. It does not ask everyone to stop. It changes the atmosphere of the station while they move through it.

The structure also hides complexity. The cone appears delicate from the floor, but it is an engineered object under tension, hung inside a major public building, coordinated with glass, steel, structure, maintenance, mechanical systems, and the practical realities of running a transit hub. A beautiful object in a subway station is only successful if it can also be inspected, cleaned, repaired, and kept safely above thousands of people.

That is the underrated part of Fulton Center.

The building is often photographed as a sculptural interior, but the real achievement is operational. It takes a problem every subway rider understands, disorientation underground, and answers it with daylight. Not signage alone. Not a nicer ceiling alone. Daylight as a navigational tool.

The result is one of the few artworks in New York that literally keeps a schedule.

Every morning, the sun changes position. Every season, the angles shift. The panels keep catching, breaking, and redirecting that light. The piece does not move like a train, but it works like part of the system.

In a station built for transfers, Sky Reflector-Net transfers something too: the sky, down into the commute.
