The Queens Power Plant New York Cannot Quit

Ravenswood once nearly became the world's largest nuclear plant. Sixty years later, New York is still trying to replace its fossil-fuel power without losing its electricity.

Ravenswood Generating Station is easy to recognize from across the East River. Four red-and-white stacks rise over western Queens, directly across from Roosevelt Island and beside the Queensbridge Houses.

They look like remnants of an older industrial city.

But Ravenswood is not a ruin. It remains the largest fossil-fueled power plant in New York City, with about 2,000 megawatts of generating capacity. Its owners say the station represents more than 20 percent of the city's local generation capacity.

New York has spent decades fighting the plant's pollution while depending on the power system it supports.

Ravenswood began operating in 1963, but the site's most startling plan would have made it something else entirely.

Con Edison proposed building a nuclear reactor at Ravenswood in the early 1960s. The plant was planned for roughly one million kilowatts, an extraordinary scale for the young commercial nuclear industry. It would have placed one of the world's largest nuclear power installations inside New York City, a short distance from some of the densest neighborhoods in the country.

The proposal met fierce resistance.

Critics questioned the wisdom of putting a reactor where an emergency could affect millions of people with few obvious evacuation routes. Federal regulators also raised safety concerns. Con Edison withdrew the application in 1964, before the nuclear plant was built.

The city still needed electricity.

So Ravenswood expanded as a conventional fossil-fuel station instead. In 1965, Unit 30 entered service. Manufactured by Allis-Chalmers and quickly nicknamed “Big Allis,” it was the world's largest electric generating unit when it began operating. It could produce one million kilowatts by itself.

The achievement solved an engineering problem while deepening an environmental one.

Large power plants were built close to New York because the city cannot import unlimited electricity from elsewhere. Transmission lines have physical capacity limits, and the electric grid has to remain stable even when a line or generator fails. Generating power inside the city provides local capacity that can be called on when demand surges or the wider grid is under stress.

That reliability has made Ravenswood valuable.

It has also concentrated combustion beside a community already burdened by power plants, traffic, industry, and public-health disparities. Ravenswood sits across Vernon Boulevard from Queensbridge, the largest public-housing development in North America. Western Queens became known by residents and environmental-justice advocates as “Asthma Alley” because of the area's cluster of fossil-fuel infrastructure and high asthma burden.

Ravenswood's history is therefore not a simple argument between people who want electricity and people who want clean air.

The same community needs both.

The plant has faced disputes over air emissions, asbestos exposure, and the enormous volumes of river water historically used for cooling. Once-through cooling systems pull water into a plant and can trap fish or draw in eggs and larvae. Environmental groups challenged Ravenswood's water permit, while workers pursued cases involving exposure to asbestos used throughout old industrial equipment.

Every conflict exposed another cost hidden behind an ordinary light switch.

By 2017, a different future seemed possible. LS Power acquired Ravenswood and later organized the operation under Rise Light & Power. The company began promoting “Renewable Ravenswood,” a plan to use the site's most valuable infrastructure—the land, workforce, transmission connections, and access to the city grid—to bring cleaner energy into New York.

The idea was compelling because a power plant site is more than its generators.

Ravenswood is already connected to the high-voltage network. It has space for industrial equipment and a workforce experienced in operating critical infrastructure. Instead of abandoning all of that, the site could become a landing point for renewable electricity and a place to store energy until the grid needs it.

One proposal envisioned a transmission link carrying upstate renewable power into the city. Other plans included offshore-wind connections and a battery system of up to 316 megawatts. Batteries would not generate electricity, but they could absorb power when supply is plentiful and discharge it during the hours when demand is highest.

Some progress happened. Ravenswood's 17 small gas-fired peaker units were permanently retired by 2024, removing about 500 megawatts of the site's oldest quick-start capacity. State regulators had also authorized the proposed battery facility.

But the full transformation did not arrive on the original timetable.

Major transmission and offshore-wind proposals encountered failed bids, changing economics, regulatory decisions, and supply-chain problems. The large battery project remained a plan rather than an operating replacement for the steam units. Ravenswood continued burning natural gas and fuel oil because New York still had not built enough transmission, storage, and clean generation to retire it safely.

Then ownership changed again.

In January 2026, Houston-based NRG Energy completed its acquisition of a large portfolio of LS Power generation assets, including Ravenswood. The transaction placed the Queens station inside a company that had just doubled its generation fleet with natural-gas plants.

That does not erase every clean-energy proposal for the site. But it makes Ravenswood's contradiction sharper.

The city and state have committed to a cleaner electric grid. Electricity demand is also expected to grow as buildings and vehicles move away from fossil fuels, while data centers and other large users add new loads. Closing a major local generator before its replacements exist could threaten reliability. Keeping it open preserves pollution in a neighborhood that has carried the cost for generations.

The hard part is not imagining a cleaner use for Ravenswood.

It is building every line, battery, generator, permit, and market agreement required to make that replacement real.

The stacks tell the whole story. New York once considered putting a nuclear reactor beneath them. It built the world's largest generator there instead. Decades later, the city is trying to turn the same waterfront into a gateway for renewable power while the old units remain available behind it.

Ravenswood is controversial because it is obsolete and essential at the same time.

The neighborhood has been waiting for New York to solve that contradiction for more than half a century.
